Ramona Stoia, a woman with a 16-year history with her ex-partner Catalin Micu, had confided in police that she was genuinely scared of Micu's intentions, going so far as to say it was "very likely" that he would harm her. Despite Micu's previous arrest for physical and sexual offenses, Kent Police deemed Ramona to be at a "medium" risk, a decision that was left unchanged even after a second interview in which she made further allegations of violence, controlling behavior, and rape.
